How U.S. trade partners react. Canadian Prime Minister Mark Carney on Monday accused the U.S. of violating the U.S.-Mexico-Canada Agreement after Trump imposed 50% levies on some products, but said Canada would “engage intensively to address any outstanding issues.”

U.S. Trade Representative Jamieson Greer signaled new tariffs earlier this week, after trade officials first proposed levies on dozens of countries over forced-labor allegations. Greer’s office said in June that the countries had created an “unlevel playing field” for American workers, claiming they failed to enforce a prohibition on forced-labor-related imports. Trump has sought to impose new levies since the Supreme Court struck down his so-called Liberation Day tariffs in February. His temporary 10% global tariffs were ruled unlawful by the U.S. Court of International Trade in May, but an appeals court paused that ruling as the Trump administration appealed the decision.
