The Justice Department is also suing the University of California Los Angeles in a similar antisemitism lawsuit. A judge blocked the government from enforcing a $1.2 billion fine against the university in February. The Justice Department is still attempting to prove its case in federal civil court.

Harvard was one of many universities targeted by the federal government following a wave of pro-Palestinian protests across campuses in 2023 and 2024. The Department of Education’s Office for Civil Rights said it was investigating 60 colleges and universities under Title VI antisemitism claims in 2025. Several major educational institutions including Columbia University, Brown University, Cornell University and the University of Pennsylvania reached settlements with the government. Columbia forked over the largest settlement last year, agreeing to pay $221 million to lift a freeze in $1.3 billion in federal research grants. The university also changed some of its policies, banning masks at on-campus protests, tightening campus security and agreeing to review its regional programs including the Middle East, South Asia, and African Studies department.
